A negligent discharge is most likely a crime and in some places an accidental discharge is also.I'd figure out this fact first and then move on to the concept of a drive-by or similar......Definitely worth keeping an eye on though.

Actually, I should add that starting a new thread with the full question in the title would catch people's eye as they scroll through - for example, "Looking for a Property Manager in {County X}", this way when people who can help you spot your post, it will get in front of them without them having to click on it & search to see where it is (which they probably won't do).
