You could add an additional provision stating the property is being delivered as-is and that the inspection objection period is to be used only for major health or safety items that could not have been known prior to inspection.

With the burden of paying for the public health crisis falling on local government instead of federal I don't see their budgets allowing a big increase in vouchers.

Letters from lawyers scare many people.

I  am a single mom have a full time job as a plan builder for the health  Insurance industry I was introduced to real estate investing by my dad who had asked me to help renovate his Philadelphia rental. 

The tenant will most likely google what to do and "so sad for the tenant" for them thye call the Board of Health.The Board of Health puts a 48 hour notice that makes the tenant leave!!

Don't look for clarity on the cheap.We're in the middle of a national public health emergency.

I knew way more than enough to buy a house, but I was so scared, I almost backed out!
