Baby Boomers are a massive generation and Social Security helps pay rent for a lot of them, in some ways it's a version of Section 8 housing but obviously with different tenants. 

I am trying to acquire another property and it’s a very sweet deal, the problem is I want to flip it or rent it and conditions of the sale says that end users have first dibs before investors can buy it.(20 days).

A 1992 mobile home in pristine condition is only worth about 20k max.

Plus the buyers may find a great home out of the 4 they just saw.Tenants are not invested in your house selling and frequently don’t keep it in ‘show-ready’ condition during showings either.  

I prefer to know the condition of the property and major systems so I can do my own estimate as an investor.

If it is about the condition of the house and the seller's are concerned it could affect a sale, that is a good indication that its something that should be disclosed.

It's possible but if that did happen you could always just wait to refi until market conditions are more favorable. 

Dan before you worry about the condition of the properties you're going to want to narrow down the locations you are comfortable with 1st.
