I didn't make her a cash offer because my valuation was in the low $300s and didn't think she would go that low yet.Many times we try to use too much logic and reason to get the deal as you spelled out in your email.

If anything, as long as your offer is logical and explains the "why" behind your numbers (including the HUD FMR limitation or the "hassle factor" or even the potential inability to ask a tenant to leave--which is huge--maybe you could assign a $ value to these things and somehow incorporate it into your offer numbers), they might counter--but they might also simply accept your offer.

My logic is that if you are financing your renovation and include windows in the repair, then what you would be paying per month for new windows is negligible, probably only $50 difference in the overall mortgage.
