If it was an investment property then some would consider it but it would still require 15-25% down payment - as some lenders will do 85% of purchase + 100% renovation but no more than 70-75% ARV.

I also had both units in the duplex occupied by tenants when I purchased it, but I was able to let their leases expire, complete the renovations, and move into one of the units after renovations were completed within the 6 month timeframe.
