This was before the new FHA Flipping laws.The stain on the wood flooring had taken a beating and it was less expensive to cover it with carpet.

Both units are updated, wood floors, popcorn ceiling removed, etc.Thanks for any thoughts.

The older homes had wood paneling as walls, high fire danger, but help up well in moves. 

The current and future land use map for zoning in the area should show what the county or city has planned and wants to see in the area for the future.The seller is seeing future dollars signs selling at a premium but doesn't want to take the risk.

So they're paying a premium for their ignorance and possible time value.I will agree though, all the realtors I've met with haven't been that informed or helpful.  

Kitchen cabinets are filthy but are solid wood and can be recovered until we replace them in a year or two.

Alternatively, you could sign the tenant on a short term lease, say 3 months, to vet them out but charge a premium since they don't have much of a reliable back round. 

Laminate still has wood dust in it that can warp when exposed to moisture.

My other thought was adding shutters or a simple wood trim around the windows.  

As others have said, this is an expensive way to get cash in your pocket now.regarding worker's comp, in TX if I cannot show that a subcontractor has W/C, my insurance company still charges me a premium on the sub's labor.
