That is indeed considered an "appliance" i.e. 1245 property and eligible for bonus and S179.Oil tank might be part of the HVAC subsystem and thus part of the building if the oil is used for a heating furnace and if the tank is connected to the furnace/building.

The 4plex is newly remodeled and in a decent area, but with the age of the building and size of the units, top-of-the-line appliances don't really make sense.
