If the property has publicly serviced sewer, which is most times billed based on the number of gallons of water used, by using sub meters, we now have the information we need to pass along the sewage charges.

Hey @Bill Bouillon, the two "main paths" we see investors taking for the maximum tax benefits (in general) are "real estate professional status" and "short term rental loophole".

all deals have two main components: Price or Terms or a Hybrid of the two. 

Even if you have to pay more for the purchase think about the costs of carrying the real estate while waiting for the approvals  (debt service, property taxes, insurance, maintenance for the in-place tenant) and the additonal finance charges associated with originating an acquisiton/bridge loan and then a construciton loan at a later date.
