Has anyone ever purchased property through the City of Pittsburgh's Department of Finance?

Turned out if I hired a licensed plumber, had it fixed, reported the problem to the water department, my bill will be adjusted for leaks, which the running toilet qualifies.

Fun fact I learned this week: Chicago landlords are required to pay for pest management services to get rid of bed bugs in a tenant's apartment, according to the Chicago Department of Public Health - "Preventing Bed Bugs" lease addendum; "What are my landlord's responsibilities under this ordinance?

My plan is to call to the Chicago Building Department and see if they have more information on what they would like done.
