It seems like there is SO MUCH development in Oak Creek, WI by Howell Avenue, why is there relatively no economic development right by the lake in these cities?

This may be a lot more economical and advantageous in a long run.

In other words, what is the economic substance of the transaction?

It has high crime activity and is less desirable than many similar areas.San Diego in general has been struggling in the Real Estate and this Economic climate (which is good) according to some reports the US is approaching the end of the Economic boom.
