Right now, for example there is a town on a $300,000 property let's say that is zoned correctly, I would pay $400,000 for it. 

What is my right as that was brand new and completely ruined due to tenants negligence?

Buying outside of those hotspots is not so expensive, but yes, prices have increased since the lows right after the hurricane.

Last time I checked, there were hundreds of spreadsheets and I'm sure many of them are designed by/for flippers. https://www.biggerpockets.com/filesYou can always find fileplace at the bottom of every screen, left menu.I also recommend you go to etsy.com and search for "house flipping spreadsheet."

I mean, nothing is foolproof...but that will get you started in the right direction.

I'm in the process of learning the "right" way to calculate ARV and repair costs as well.
