If you're really lucky they are part of the listing package...so hopefully you get what you want before you make an offer.Sometimes you may have to sign a non-disclosure agreement to get them.Sometimes you may have to ask for what you want.Unfortunately in many instances they don't exist, the listing agent doesn't collect them, the owner hasn't kept or produced them, or just doesn't want to share them. 

Your follow up question is a good one, but I don't have an answer off the top of my head.

The VA Pamphlet 26-7 seems to be intentionally vague in some instances. 

I’m fairly aware of just how serious and risky this field is, however I’ve had this lingering voice in the back of my head tell me to go this route. 

For instance a fee equivalent of 2 months rent to break the lease early. 

At this point in time, I would rather bet on a rental bounce locally (not necessarily in the city) based on a post-covid recovery, rather than perpetual shrinking cap rates in those hot out-of-state markets (given that cap rates here are potentially equal or better than those other markets atm, and we may be headed into a higher interest rate environment).That's not to say other markets won't make people money.

I'm not even sure the bank would talk to me in this instance -- the debt is still not mine.

For instance, an classic surface capex might increase the market value more than the expenss of performing the maintenace.

For instance a Class A brand new construction Property in a primo location is going to have a very low cap rate to reflect the low risk of the asset.
