I would say the home is in a c-class to d-class neighborhood, any tips on finding out for sure?

Residential rental property has a class life of 27.5 years, but depreciation does not start until the property is placed in service.

I’m good at picking neighborhoods in Philly that are up and coming.

Assuming, one has picked a market/sub-market (based off market research criteria), the critical factor, for us, becomes exit cap rate. 

It's a C Class property in a smaller community about 30 minutes north of where I live.

Aaron McCarty if you look at the formulas/metrics in isolation then the numbers don’t mean much.The formulas/numbers is all relative, especially as everyone/business has different goals and risk tolerance.Compare the results to the alternative, example: compare the historical stock market return on blue chips to an A class area.

However, having never been there myself, I'm hoping that some local folks would be willing to help me determine what class of neighborhood it is.

I'm looking for B/C class property and multifamily in particular.

Check on Loopnet in your area to see if the price is inline with what others are asking for the same class, per foot, NNN or not, etc.It's definitely harder than a SFR but doable.Send off an email blast to 5-10 long time commercial agents/brokers in the area and ask their opinion on what it should rent for and see if several of them key in on the same close range.
