@Trevor Crabtree- thanks ....before seraching to hard- if you need to use  financing - get fully pre approved with a lender ..its  free and  easy  and this will educate you /  organize you and  prepare you . 

Owed is around $550k, $275k 1st, $271k 2nd, BPO is $295k, both lenders came back with appraisals of $360k (the 1st) and $350k (the second) using nonsense repair estimates when she was in BK recently.

If you speak with an investor friendly lender they can give you the rough numbers on what the best percentage is to put down from a conventional lending perspective.

To assume a VA loan, you'll need to be eligible for VA benefits, though some lenders may allow non-veterans to assume the loan.

@Alanna ThomasIf you financed your property through a lender that escrows for your taxes and insurance - that stays in place regardless of what you do with the property (ie rent it out, etc).  

I know there is a lot of variance, but what would be a good baseline threshold number to compare quotes for building a 5/5 house in Atlanta GA with average finishes nothing fancy?

I could only get 1 DSCR lender to do 1 of my SF properties due to the low ARV, the fees and interest rate are absolutely not worth it.Are you bundling properties together when refinancing?
