Some photos would be a great help, but here's how I would tackle it, if it is outside: Use a utility knife to cut away old caulking.

Repairs on cracks or cuts from running wires have to be made by a plaster guy.

I was fortunate to be moving during the OOS home REHAB and was shocked by how behind schedule they were and some of the corners they cut.

@Joe Norman Yes, there is a special key for the matter.I got mine from Lowe's as a 10 pack and they cut them for free as well.

did they cut all the trees in the area for example? 

Personally, I think we are heading into a decade of high inflation and the only way the Feds can cut inflation is by hiking interest rates.

If a bit deeper you can generally cut it out and then stand the edges so not so noticeable.  

An ammonia solution cuts the cigarette tar and neutralizes the smell, but it's not fun to work with (protect your skin and use a respiratory filter). 

I’ve been in this since 1978 and know this is the stage  of each real estate cycle when people, desperately trying to find a deal, cut corners that they come to regret.
