They are asking $59k ”As-Is.”I wasn’t able to find any standard comps (.5 mile radius, time sold, same beds/baths, etc.) but I used Redfin and they had similar homes that had sold in the area.

This is my first time ever navigating zoning and building permitting, so I don't know how flexible or rigid these things are.Given that the new self-storage facility would be a big improvement over the current vacant and dilapidated warehouse it seems like it would be in their best interest, but I've heard that the local government can be very strict including preventing expansion on another nearby self-storage facility by changing their zoning.

Here is a good article that talks about the property requirements for VA loans:https://www.veteransunited.com/education/house-hunting/va-property-requirements/Just know that if a property you are looking at does not meet those requirements, you could negotiate for certain repairs to be made in escrow to meet those minimum standards.
