They go through the process to register their future offering but do not go into the market until the timing is right.For the most part (broad sweeping statement coming...)Anyone who would spend time on BP is not going to be someone who has the connections to buy, sell or otherwise facilitate the sale of MTNs.

It seems like a dramatic failure to me. what I have seen is landlords in markets were houses actually sell for a lot to retail buyers they just sell them and take the rentals out of production..
