From the pictures and what they told me the property still needs some work, minor plumbing, a new toilet, flooring/carpet (only about half the house) and to replace a 1 or 2 windows.

For the rehab process I would always recommend a fresh coat of paint and new carpet or laminate flooring that is inexpensive but durable.

Around the start of the whole COVID mess I was working on plans to build an entire street of single family rental homes.

Then S8  had the gall of writing the unit up for a small carpet tear which cost almost nothing to fix  but after spending thousands on voluntary improvements the write up totally irritated me to be honest.   

We also had the ducts cleaned, replaced carpeting, replaced blinds (they were yellow from the smoke), and then painted.

I would think the fabric in drapes or carpet would hold smoke as much or more than painted walls. 

Having wood flooring rather than carpet is a big one.
