After I bought it the property appraised for LESS THAN HALF that amount. 

i bought property at tax sale auction in Dekalb county Georgia, over 12 months ago, now i am doing barment,  i published ad news paper,  i sent 30 days notices to ex owners and all parties might have interest,  and the property now it empty / unoccupied.my question is: if 30 days notice expired and no body redeemed, can i enter the property and start to fix / repair the property, and rent it??

Generally will cost you about one month's rent, and some of that amount may get paid from your listing broker to the tenant's broker that brought the tenant resulting in a successful lease agreement (this benefits you because you are essentially offering financial compensation to other agents that represent who you need: tenants!)

That would appear to be a better deal vice doing a cashout refi on your 400k and going from 3.75 to 8.99% on the entire amount. 

First time trying to purchase a home without funding myself. (401k loan N/A, HELOC on investment prop N/A)It sounds like a fix and flip loan may work here based on your reference to an ARV.

There might be some differences with your capital account, however depending on some things.But overall you just plop the asset with its adjusted basis and historical depreciation onto the new fixed asset listing of your partnership tax return.
