That goes against some other advice to lawyer up first, but if lawyerin' up does happen, being able to show a record of honest attempts to communicate may help in front of a judge (especially if the attempts are one-sided and neighbor doesn't respond.) 

I did attempt outsourcing the filling of the vacancy and to say I was disappointed would be a huge understatement.To sum up my thoughts, I think the areas that aren't great but aren't scary (war zone) are a good place to start and build some experience/cash and then explore elsewhere if it isn't your cup of tea.

Attempting to flip a property can be relatively speculative for an absolute newbie, and you'll be at the mercy of contractors (or your own skills) at figuring out the rehab costs.
