The goal would be to capture that interest rate and keep it for the next 25 years so that I can cash flow well, if I move again and rent it out.  

Keep your flexibility by not encumbering them together. 

If you get caught doing a STR in areas they are not allowed, you will most likely get a warning at first, and then they can fine you if you keep renting out short term. 

To me that's very reasonable but all the negative reviews are keeping me away.

My loan person said we might be able to do a escrow withholding where they keep the money for repairs until after closing.
