We've been managing our properties for 2 years now and been doing a lot of the work ourselves to save money, such as yard maintenance, cleaning, unit flips, etc.

What is the value add to the builder for his time, management, experience, subs, etc.?  

We use Guesty to manage 40 units and it's the best we've found.

The property is being sold as-is / cash only by the management/Hoa of the development.

Problem:  I talked to a lot of lenders and all of them are suggesting a construction to permanent role but not lending for a investment property.

I recommend you spend some time searching for advice in the forums or around the internet and learn how to manage roommates.

I would add, make sure you have good landlord resources as you enter into the landlord domain-lease agreement fitting your situation-resources for your tenant application process -needed landlord forms and notices-education resources-management tools (e.g. software to keep all records, pictures, payment history, etc.)Best wishes.
