So, the timeframe is a factor.Selling it at a loss might actually require less additional capital that finishing the rehab in the short term.

Once you know what is required, then you can discuss options with tenant as some may prefer a rent credit if they can stay with family or friends while others actually need a place to stay.

Then chasing materials and actually doing the work is a time consuming venture. 

Most times the salesman sells them on a dream of having a zero dollar electricity bill, but never mention how the payments can actually kill you.

@Mauricio SandovalI was getting extremely high insurance quotes for our properties in Ohio, then I realized after reading forums on BP that you have to ask them to quote you on Actual Cash Value, not rebuild cost (which are extremely inflated during these times of supply issues).
