Some buyers and sellers are resistant to dealing with a licensee.Also the time/expense to get and hold a license isn't small.

In general, its a very conservative mindset (conservative relating to resistance to change as opposed to politically speaking)As far as regulations go, I'm not surprised at all that you can't FSBO more than 5 homes per year, WI has also been known for many years as a state that LOVES to regulate everything!!
