I wouldn't mail to a list PERIOD, even if Marty came a knocking in a DeLorean, with flaming trails 30 feet long telling me "Yo monkey, this is the future list of absentee owners".But no, I would not mail to a 10 year old list.

I usually avoid the arms but a 15/15 arm at a full percentage point lower make it hard to resist but we shall see what i can find for fixed as that is ideal situation for sure.

In a worst-case scenario, it would be aggressive and violent tenants who don't want to leave and would physically resist removal from a property and that could be dangerous.
