Grew up in West Chester and sad to say Lakota Schools have been on the decline, but people still like the area and Liberty township is getting a lot of attention too.

And if someone declines my offer, no response, or isn't quite ready, I set them to a specific color and when things sort of slow down I pick up the phone, call, text or fb message them and check in with them.

It resulted in significant RE price declines and the years after the decline was a great time to purchase in Las Vegas. 

It's not a guarantee that it declines per se but as someone who lived out off 58 for five years, I can say I'm glad I'm not out that way anymore.  

They declined. 

If there aren't any of those then the town is probably on the downhill decline.  

The issue I have is it seems that Birmingham in general seems to be declining.

I have looked at Cleveland quite a bit and have heard it is a great place for cash flow but I have also read reports that the population has been declining over the last few years so that has given me mixed feelings.

This really gives me the feeling I should NOT buy such a property because (1) I would have to live in a bad neighborhood, (2) I would have to eventually evict somebody, (3) the local market is declining but now houses are "expensive" because of all the stimulus (4) it looks like NY state is not very landlord-friendly.
