You do not want to do a cash out refinance too close before your sale or it may appear that you did not intend to reinvestment the proceeds and therefore result in taxable cash boot.

From what I have seen it appears the ONLY thing being built are monster apartment complexes.  

They might not, therefore, appear in an applicant's credit report.
