I am considering putting windows in the basement, the home is brick.

Need help with paint color for small bungalow -New windows/doors/landscaping going in.

Any creative ways of seeing the condition of the inside other than just looking from the outside windows and doors?

I can't tell you how many prospective tenants told me how nice my $150 Home Depot kitchen countertops or $4.99 window blinds were- because they were new. 

Look to see if the major things are in good condition, roof, appliances, HVAC, sewer lines, windows, flooring, etc.

Like windows or doors that don't close well or other drafts?

For rentals, too, roof, sidewalks and paving, decks, stairs, space heating systems, hot water heater, major landscaping, exterior painting, or siding repairs, window upgrades, these are all things I’ve had to pay for later.

Two (2) pair of double hung window, window has 1 pane on top and 1 pane on bottom.

That way you don't have to scrape your windows in the winter or walk outside in the cold to get to your car.
