NikkiAn inspection usually just covers if the item is functioning properly, not if all the permits have been pulled and passed by the city (although I think you may be able to request such an "upgraded" inspection, check with the company you have hired).

But I was told by another wholesaler that the assessed value can sometimes be wrong and the house may be worth more due to upgrades done to the house that were not included in the appraisal.Is the true value in the combination of both?

I'm going back and forth on a house with a seller, Basis Investments LLC out of Bryan TX, who bought the house as a package a few years ago and let the house sit vacant and accrue assessments from sewer/water and street upgrades.
