I bought the property 3 years ago and paid $500 for the appraisal.Should I continue shopping around while I wait for confirmation from the lender that they'll accept any licensed appraiser, or do appraisals cost $1500 now?

The HOA is probably going to have a whole load of BS regulations that you'll have to either accept or get around.

Most will not accept an appraisal from an independent.

Do you think an assignment contract is acceptable or is there another type of contract I need to draw up?

If the offering is a typical 506(b) or (c) I would not expect the LLC's state to be a factor in whether or not it can invest, unless for one reason or another the sponsor has decided not to accept investments from particular states. 

The apartment is in a good area of Chicago.I've gotten nothing but awful applicants despite being very clear in the description of the property that I'm going to be doing a background check and not accepting tenants with prior evictions or bad credit. 

Are you asking if it would be ok to accept rent and begin a new lease with a tenant sometime in July (even though you've already received July rent from your former tenant)?
