If you are not an agent, you can work with a lawyer to draft documents (or get advice from a friend agent if you have one, if you don't, then make one) if needed and let the seller know this.

I bought the property last year without knowing its history, so I attempted to have the tank pumped only to learn the septic company would either have to tear out the driveway over the tank, or charge me $50/foot to dig and hopefully find the clean-out (though it’s not guaranteed they’d find it).

Have the contractor come up with the price and once everybody agrees everybody signs that document and you tell the contractor right then and there that that's the top there is no extras.

Most reputable HMLs will not charge anything until you are sitting at the closing table and all fees will be listed on the HUD-1 closing document.And of course, what are the points, interest, and attorney/document/admin fees for the loan?
