You can find conventional lenders that will smaller loan amounts. 

Prior to the corona virus pandemic i had a good amount of deals coming through the funnel but over the last couple weeks it’s been difficult to find any fitting my criteria.

Just find what works for you. 

Rather find a partner who will contribute same as you and you hire a GC strictly to perform the work.

Where can I find detailed zoning information (beyond just the code, such as max building height, maximum percentage for building size, etc.)?

If the state you are lending in requires a license, you should find someone with the appropriate credentials to originate the loan for you professionally.

From what we are seeing a 60 to 70k 3 bed probably needs work or might be in a less desirable location. 3 to 4  years ago that price point was easy to find but current prices ( after repair) would exceed that amount.

The reason I ended up with Baselane is because I struggled to find a brick & mortar bank that would allow me the ability to create multiple checking accounts & has decent interest.

You gotta dive right in and start running the numbers on properties until you find one that checks all your boxes.
