Second, this particular complex is under valued, in my opinion.  

i acually live near reading now, acually grew up in reading it was top ten for many of things mostly negative but as of 2 yrs or so they have built an imax theatre and right across from that a high scale apartment complex with tenatants paying upwards of 1,200 and up for a unit with gated parking and all.

Either way, I would immediately get an appraisal, take the appraisal to the court house and challenge the taxes.  

Since filing the claim the process has become drawn out, with several delayed court dates and poor communication from my lawyer to me, despite my best efforts. 

I suspect that you will find that the complex was equipped with Federal Pacific breaker boxes and aluminum wiring...How much per unit are you considering paying for this "down to the studs" complex?

However it is possible that any particular justice of the peace might rule differently and even more possible that a jury in JP court might rule differently unless you have a clause in your lease that says "no jury's" which I highly recommend.

I have run through the numbers and i will be cashflowing on the property for the purchase prices we have agreed to ($81,500 at about $900 per month in rent).I have walked through the complex and spoken to neighbors who all seemed happy with the townhouse community (one even said it was his favorite place).
