It's just going to take more phone calls, emails and perseverance.  

Non-emergency repair requests or other phone business ---> IVR phone menu, leading to voicemails or secretaryI think the agent is the key player, and the rest can be delegated or handled personally without much headache.

Its still possible now, but you will need to pound the phone hard!

When buying a list for absentee owners from list source, are the phone numbers included or will those have to be skipped traced?
