I'm sure someone else will weigh in here that knows more but unless they say otherwise, most HOA "property management" is for the property complex (landscaping, snow removal, sometimes roofing and siding maintenance, trash removal, sometimes water/sewer, amenities like a pool or weight room).

I know verbal agreements carry no weight, I just wish she had made sure the contract was solid before she told me my offer was accepted.

@Rik Patel, only way to truly know is to do a load calc based on what you have.  

This person has a large case load and has the responsibility of making sure the compliance of section 8.
