If you're looking for a rental property in that price range, your best bets are the surrounding towns outside of Austin (not far, maybe 30 min). 

The market in Rapid City and the surrounding area is sky high right now.

We think the best way to go about this is to look for a property in a surrounding suburb but within 20-30 mins of downtown/ UMN campus as we work downtown and most of our friends are still in school.
