I would argue that Person B, even though he has less money, would have better financial runway than Person A because by living such a low-cost lifestyle, he is 1) on pace to save more over time and 2) inherently faces less financial risk due to the fact that it costs him so much less to maintain his lifestyle.

Using concrete in the areas closer to the building may enhance the curb appeal (stamped concrete can look incredible) while using generic asphalt further out to reduce your costs.
