Low expanding foam is more useful around windows and doors as squeezing fiberglass into the space is more work and does not offer as good as wind barrier.

If you are this worried about replacing a $300 item then rental property is probably not the business for you.Lowes has a Frigidaire one I usually buy for $359 (or a $329 one with nothing to break, no control panel, no window....just 5 knobs) and they deliver the next day for free.

As Aaron said surface mount railing system is your best option, they do how ever make surface mounted systems with a cover that slides on top on the bolts to keep them hidden.
