I agree that I would prefer to be able to live stream the footage on my phone, laptop, etc. but, like you said, CC is cheaper and can still catch the A-hole doing it.

You might do ok with a ductless system I mentioned above - they are cheaper (than a full-fledged central HVAC) and you determine how many (and which) rooms you install the AC.
