The properties close to L stations seems to get a premium rent and are easier to fill.

Another thing to consider when you are running your numbers, especially if there are any delays in getting the place re-wired: insurance premiums will most likely be higher for a building that has k&t wiring.

The difference between the current rent for a “classic unit” and a renovated unit is called the “premium,” which could add 10% to 30% to the current rent.

Lot of similar block houses (so easy to comp), that were built in the 1970s and 80s (so avoiding a lot of the structural/plumbing/electrical issues with older frame homes), plenty outside floodzones (avoiding high insurance premiums), solid rental and resale demand (so popular with homeowners, renters and investors) and relatively affordable (plenty of options in the $100-150k range). 

The effect on premium is reliant on underwriting. 

Being caught in the middle of a demanding tenant that is paying premium to be comfortable and trying to convince the owner to fix the issue of maintenance issue could be big problems.

I see you haven't addressed the costs you pass on for your protection in addition to extra fees like points/origination in addition to a nice risk premium on rates.
