I recently built a vacation home for short term rental purposes in Bethany Beach, Delaware.

If paying the capital gains tax on that is too painful however, you could sell it and do a 1031-exchange into a Delaware Statutory Trust.

Not too many people from Delaware on here but I am located Delaware as well.

For large projects there may be a direct application program with reimbursement etc, but individual owners will most likely see the funds via their utility.It's the same as any other funding initiative that's come before....solar, energy efficiency upgrades (fridge, furnace, window replacements), even septic to sewer conversions.
