Penalties are never deductible in tax.If you indeed sold a property with a large gain AND cashed out your IRA I would recommend you talk to your tax advisor ASAP.

I'm not a landlord but know hotel rules since I talk a lot when doing whole hotel, room renovations.

Talk to your local REIA or call the local Realtor Association and see if they have a list they recommend.

Please talk to a local CPA.In addition regarding the 2nd question if you can re-sale the tax deed certificate.
