There are also plenty of threads here on BP that go into much greater detail on the topic. 

Let's not forget that counties are big and there will be plenty of opportunities within the county that may see a much higher gain. 

There are plenty of lenders that will offer you equity based financing and then you can refi with the new income.

We have plenty of help regulars you'll see on these forums all with their own area of expertise (@mayer  many of which are more than willing to share their networks and inputs on whatever pocket you are looking into in/around the city.

I know plenty of homes that have legal basement suites and the home itself is zoned single family.
