Downsides are that while "free," floor space is compromised, curb appeal diminished, and maybe biggest:  the local board hates garages.

Outside of that, I  can certainly see there being an appeal to a gated community for some, but I would use rentometer to determine where or not people in your area value a gated community.

Just the space is naturally so extremely shady that I don't think there is much space for a completely honest one to operate, and the money they can potentially make (without investing any of their own, if they even had any) is extremely appealing.
