@Jake KozulWhile Nicholas is correct that no thermostat is tamperproof, you only want to make tampering sufficiently difficult as to deter it.There are several, mostly commercial, thermostats which allow for different levels of users and allow you to restrict some or all of the functionality.

@Zorian Rotenberg depends on unit type if it is multiple homes on a lot probably about 3-4k per unit, if it is a duplex 5k total is sufficient, if it is an apartment building where they don't need a yard the footprint of building and parking is enough

That is tough bc triplex and fourplex have to pass the self sufficiency test in order to qualify for FHA Loan.
