One thing about Troy and Schenectady, beware of taxes, and beware of the block you're looking into, both those cities have some beautiful downtown areas, yet one or two blocks away are gang shootings and crackhouses, so definitely look at street-level comps, doing the standard comp within 1/2 mile can give you hugely varying property values.

And if you can, ask the tenant to just do something inside, along the windows, for example, because if your condo association is anything like the three where I was on the board, you may get a letter about this if they find out and it is not allowed...they probably vary on decorations, and some are likely strict on outdoor decorations, others more lenient, and some may not act unless it is brought to their attention (like asking for a working gfci outlet for it)....
