You much doe the math on your own, their algorithms for calculating current value are absolutely terrible. 1b) Properties in Wilmington, DE, where I invest, have not been reassessed since 1983...so the values are WAY off.

And comparing like-for-like properties we've found property taxes to be about half of what they are just over the border in McHenry county (IL).

Then I added two simple mulch borders with in the rear and front added with a couple inexpensive palm trees and the landscaping was complete for under $2,000. 

Sometimes estate sales are just people moving out, de-cluttering, etc.  

The area borders East Orange but is turning around since newer commercial areas, shopping and nicer apartment complexes have come in.

The bigger lenders that securitize loans usually require Delaware regardless of where the property is located, but you shouldn't run into that issue with an SFR.
