For awhile I thought this quote was bullocks because I interpreted it as a wash, two sides of the same coin, but now I've come to realize it makes sense and the time you described fits the bill perfectly.I think competition is always healthy but unbrideled compeition that allows anyone compete shifts the playing field in an unfavorable direction.

Keep in mind your purchase has to close by 11/30/2009 to qualify for the tax credit and as we get closer to that date the market is going to temporarily shift from a buyer's market to a seller's market as fence sitters finally start making offers and sellers will be able to pick and choose as they will most likely get multiple offers.

As Scott said be careful - personally I would either close in escrow or "delay" the close until they have clean title - in fact - that is what I would do rather then have them hold on to the cash.Lots of potential liability issues here and if something does go wrong during this period be sure the bank will shift responsibility to you.
