In my opinion, you want a contractor to go to the property in person because it's not always as it seems in the pictures.

The way it's worded on the IRS website, it very much seems to me to be optional.

The result of 4 total units is the same as the lot split but it seems like it would be longer to go through the process of splitting the lot as opposed to just adding a primary SB9 unit which you can then add an ADU to.
