Tell them that you are concerned about your liability as the property owner and you really would like them to do an inspection so you know if the property and the way it is being used is safe for child care children.

This is the nightmare scenario everyone hopes to avoid if you can you'll have to tough it out until the powers at be decide you can actually try to recover the funds you are owed and once that is the case this is one I wouldn't let go unless it is a last resort, because not paying anything towards rent is a choice not a necessity, even in HCOL Bay area and with a newborn the tenant isn't spending $4k of unemployment on groceries and utilities per month.

From what I've heard since the IRS has no way of knowing you have an additional child, there will be a $500 credit on your 2020 taxes.

I do not feel comfortable renting to someone who seems to be violent and volatile and who may have a drinking problem- one of the incidents involved him trying to run his girlfriend (and mother of his child )off the road with his vehicle while she was driving her own vehicle.
