The extra work and square footage, at cost +20% only nets me an extra $5k. 

Can anyone tell me how to calculate the cost to add square footage to a property i.e additions/pop ups.  

But just looking from the information that you have wrote here just off the top a big red flag is the NOI.

There is an 8 unit building in my area that I've been looking at and am curious to know if there is any difference in the rents I can expect to get for an apartment as opposed to a single family home (which is what I'm used to) I'm guessing that the square footage is a bit less...but like a 3/1 SFR in my area probably rents for 1050-1100 the proforma on this says they've got it leased at 700.

Greyson county was the nearest county that received a "green" rating (using a relative scale from red to green colors... would translate to a 1-5 rating with 5 being best, or green).That piqued my interest at the time, but like you said, "surely there are deals close to me".  

Was there dry rot, wet rot, cracking, Covered up cracking, out of square, do the windows open and close properly when its cold and raining?

I know they have full sized sheets of a board that looks like white square tiles, and can be cut to size.
